That definition matters because it is testable. We measure. If the reading is clean, the repair stays cosmetic. If it is not, the job changes category and we tell you before the work starts rather than after.

Why fill and paint is the wrong answer on a laminated sidewall
A laminated RV sidewall is a sandwich: outer fiberglass or aluminum skin, adhesive, a substrate such as Azdel or lauan, framing, then interior panel. The adhesive bond is what carries load across the panel.
When an impact breaks that bond locally, the visible damage may be a scuff but the failure is the bond. Filling and painting over a broken bond hides it for one or two seasons. Then heat cycling and road vibration grow the debonded area outward and it presents as delamination, which is a five figure repair on a panel that could have been fixed properly for a fraction of that.
We test the surrounding area before refinishing. Tap testing and moisture readings on the perimeter of any impact are part of a minor repair here, not an upsell.
Should I file a claim for minor damage?
That is your call and it depends on your deductible, but here is the arithmetic. If the repair lands at $1,800 and your deductible is $1,000, you are claiming $800 and putting a claim on your record. Many owners pay minor work out of pocket for that reason.
